Joanne Barnes is the President of EST. She has over 30 years of experience managing federal and corporate clients. Since 2002, she has provided corporate oversight management of federal and private contracts with revenues of over $80 million dollars. During her career, she has served in senior management and positions for corporations as Chief Operating Officer and Vice President of Corporate Affairs.

Mrs. Barnes has served as Project Director on numerous federal contracts for agencies, including the Departments of Health and Human Services, Defense, Commerce, Agriculture, Treasury, the Small Business Administration (SBA), and the U.S. Coast Guard. In the corporate sector she has worked with clients such as ABT Associates, Urban Institutes, Lockheed Martin, SAIC, MACRO International, Arthur Andersen, Deloitte and many others.

A graduate of American University in Washington, D.C., her career is characterized by her ability to quickly grasp the scope of the project as well as its short-term goals and long range vision. As a manager, her success is predicated on her ability to become not just a supervisor, but a respected member of the team. She has the ability to motivate her team(s) to develop a joint sense of commitment to each project. Inherent in her capacity as Director is her ability to establish and maintain close communication with clients, working with them to ensure that EST meets or exceeds expectations concerning the contract performance.

EST's professional and technical staff and consultants have the skills, experience and commitment needed to ensure delivery of exceptional services to our clients. Their fields of expertise include public health, public administration, social science research, document and records management, publications and media development, information technology and policy development, to name a few. Senior management has an average of 20 years of experience with Federal Government contracting. Their education credentials range from Bachelor to the PhD levels.
