Wheatley SLIDE 10 Collaboration Repairing Relationships Most of us have had the experience of touching a spider web feeling its resiliency, noticing how slight pressure in one area jiggles the entire web. If a web breaks and needs repair, the spider doesn't cut out a piece, terminate it, or tear the entire web apart and reorganize it. The Jordan neighborhood is an aging inner city community located on the North Side of Minneapolis, MN. It is less than 10 minutes from downtown Minneapolis. One of 13 North Side communities, Jordan has seen rapid demographic change in the last 10 years. SLIDE 20 Minnesota - Challenges in Jordan Poor-few jobs, few social services, few services for individuals with DD and their families, lots of boarded up houses, half of Jordan residents are under the age of 18 yrs. Diverse-African Americans, European Americans, Asians (Hmong), Latinos Troubled-gang activity, shootings, drug trafficking Active-residents are taking the community back block by block. SLIDE 21 Minnesota - Challenges in Jordan No Services for Individuals with DD and Their Families No Services for Youth and Emerging Leaders with DD On Eagles Wings was one of the few programs for individuals with DD. Partners was created in Minnesota in 1987 the same year, my son, Joseph Kenney was rated the most difficult child to serve in Minnesota. 1997 Partner Graduate 2002 IPSII Inc. was created by Partners Graduates SLIDE 28 Minority Outreach In 1992, Ella Gross, Institute for Minority Development, came to the Council and said, "There are only 12 African American people on the home and community based waiver, we need to do something." In 1996, Ella Gross and the parents had successfully urged a state senator to sponsor legislation requiring the MN Department of Human Services to study home and community based services by race and services families are waiting for. SLIDE 29 Minority Outreach Results of the 1996 Study Fewer persons of color receive the waiver or any other service. People of color are more likely to enter institutional services. And by the way, we found over 1,000 families who had kids with complex needs were waiting for assistive technology devices for their children with DD.
